A redundant electronic path that enters through the same vault or building wall remains vulnerable to one physical event.

Prioritize sites and rooms by outage consequence, replacement time and ability to reroute service.

Protect remote and lightly staffed locations

Use layered boundary control, tamper detection, monitored access, lighting and cameras suited to the environment. The response plan should account for actual travel time and whether responders can identify the affected equipment safely.

Where equipment is exposed to line of sight or vehicle approach, consider targeted relocation, screening, hardened enclosures or controlled standoff. Preserve ventilation, RF behavior, maintenance clearances and climber safety.

Secure power and environmental support

Backup generators, batteries, transfer equipment, fuel and cooling can be easier to reach than network equipment and just as critical to continuity. Protect these assets against theft, tampering and physical damage; monitor operating condition and fuel access.

Plan for extended outages and simultaneous regional demand. Define refueling access when normal roads or perimeter procedures are disrupted.

Control fiber and utility entrances

Vaults, handholes, risers and cable entrances should be inventoried, secured and monitored according to consequence. Avoid conspicuous labeling that reveals critical routes. Coordinate construction permits and excavation near high-consequence paths.

At buildings, protect penetrations and distribution rooms while preserving firestop, grounding and serviceability. Record changes and abandoned pathways.

Integrate physical and cyber response

Physical intrusion, power anomalies and network alarms may be part of the same incident. Establish shared escalation between network operations, security, facilities and field technicians. Exercises should include loss of remote visibility and verify manual communication alternatives.
