Owners regularly receive ballistic claims that cite UL, NIJ, military criteria or an unnamed “Level” without explaining the tested item. The same level number can mean different ammunition or performance in different documents. A body-armor standard may not establish performance for a wall, and a material coupon may not establish a complete room.
A defensible specification names the applicable standard and edition, test threat, number and spacing of impacts, specimen dimensions, supports, joints and pass/fail criteria.
Identify the intended application
UL 752 addresses bullet-resisting equipment and can be used for building components such as walls and barriers. NIJ Standard 0108.01 establishes test methods for ballistic-resistant protective materials. Current NIJ body-armor standards address torso-worn armor and should not be represented as certification of building products.
Government projects may use agency-specific criteria tied to a design-basis threat and level of protection. The project team must confirm the current, contractually applicable document rather than selecting the most familiar commercial label.
Compare threats, not level numbers
Record projectile, ammunition construction, mass, velocity, distance and impact angle. A familiar cartridge name is not enough when projectile type or velocity differs. Also distinguish single-impact evidence from multiple-impact requirements and identify shot spacing relative to joints and edges.
Where the owner’s credible threat is not covered by a standard level, obtain qualified guidance on a project-specific test or analysis. Do not interpolate protection from compressive strength, density or a lower-energy test.
Match the specimen to the installed assembly
Review wall thickness, reinforcement, infill, joints, supports, orientation and size. For doors and glazing, include frames, anchors and hardware. The report should show which face was attacked and whether fragments, spall or complete penetration controlled the result.
Field conditions may introduce corners, penetrations, stacked elements and transitions absent from a flat panel test. Identify how those details are justified and inspected.
Separate testing, listing and certification claims
A laboratory test report documents a tested configuration. A listing or certification program may add ongoing production controls and authorized marks. Marketing language can blur these distinctions. Require the actual report, laboratory credentials, authorization to use a mark where relevant and traceability between the tested product and delivered material.

Frequently asked questions
Is UL 752 Level 3 the same as NIJ Level III?
No. Different standards use different level systems, threats and applications. Always name the standard and edition with the level.
Does NIJ certify ballistic building products?
NIJ has conformity programs for specified equipment such as law-enforcement body armor. Do not imply that unrelated building products are NIJ certified without an applicable program and evidence.
Can material strength predict a ballistic rating?
No. Material properties may inform design, but ballistic performance requires threat-specific evidence for the relevant configuration.
